Uzbekistan plans to restore decommissioned regional airfields and lease them to entrepreneurs after redevelopment, according to a draft plan for active tourism development.
Businesses and community-led projects would be able to use the sites. Nearby buildings and facilities could also be leased to entrepreneurs and non-profit organisations for active-tourism training courses.
The Civil Aviation Agency under the Ministry of Transport is proposed as the state regulator for general aviation. Its responsibilities would include aircraft registration and certification, maintenance, specialist training and flight-safety oversight.
Separate rules would cover ICAO-certified aircraft with a maximum take-off weight of up to 5,700 kg and helicopters weighing up to 2,250 kg.
The Ministry of Transport would have three months to prepare a simplified process for registration, certification and technical inspection. A bill introducing mandatory third-party liability insurance is planned within six months.
The roadmap would exempt aircraft weighing up to 115 kg from mandatory registration and introduce an “Amateur Aviation” category along with U-space, G-space and W-space airspace zones.
The proposals also include a Small Aviation digital platform and a Cadet Program to build a reserve of general-aviation pilots. The draft document is open for public consultation.
