Tashkent has not signed acceptance certificates for any of 120 bus stops that were due to enter service in May and June, the Anti-Corruption Agency said.
The city programme covers the modernisation of 1,785 stops. Land plots and facilities are leased through the E-auksion platform, while the auction winner pays for reconstruction and the installation of new shelters.
Ewi Snacks won auctions covering 266 existing stops in 2025 and 2026 and committed to build another 230 social-purpose stops. Its agreement with the Tashkent city administration requires all work to be completed by the end of 2026.
The first stage covered 60 leased stops and 60 social-purpose stops. Inspectors found that construction and installation remained unfinished at many sites and required equipment had not been fitted; no acceptance certificate had been issued for any of them.
The agency instructed the city administration to strengthen oversight of the contract. It also recommended offering future auctions as separate district-level lots to broaden competition among bidders.
