Shavkat Mirziyoyev ordered cadastral services to be simplified for residents and businesses, the Uzbek president’s official website reported.
State registration of property rights is planned to move fully online. About 500,000 applications a year could be processed in seconds instead of the current 10–15 days.
Services are to follow a “one application, one payment” principle. Automatically creating an application when a property right arises is expected to save time and money for 1.2 million applicants and reduce annual filings by 200,000.
Officials proposed issuing a warning instead of a fine for a first failure to submit a registration application on time. Liability may also be reduced when an owner voluntarily removes an unauthorised structure.
At least 30% of national-level staff are expected to be transferred to district offices. The Cadastre Chamber and service units are proposed to be merged at national, regional and district levels.
During the restructuring, officials were instructed to launch “Cadastre Consultation Corner” and “Operational Cadastre” services within a week. Responsible bodies must remove unnecessary stages and payments.
