Parents and other visitors in Uzbekistan will be allowed onto school grounds only through a checkpoint, with permission from the administration and while escorted by its representative, under Cabinet Resolution No. 425 dated July 31.
The rules apply to state schools and secondary-specialised, vocational and higher education institutions. Preschools and institutions governed by separate departmental security standards are excluded.
School grounds must be kept closed during lessons while remaining easy to open from the inside. Unless there is an emergency or threat, people who are not part of the education process will not be admitted. Vehicle access will be strictly limited: special-purpose vehicles are exempt, while entry through unequipped access points will be prohibited.
Institutions will establish checkpoints and gradually introduce automated access-control systems. Turnstiles may be installed at institutions with up to 300 students.
State education facilities will also gradually receive security alarms and panic buttons. The systems are to be connected under contract to the monitoring centre of the Interior Ministry’s Guard Department.
Cameras covering perimeters, grounds and corridors must be linked to storage and a monitor at the security post. A separate communications channel will be created for security systems without affecting an institution’s existing internet connection.
Within three months, regional authorities and the Tashkent city administration must create green pedestrian corridors and restrict traffic near education facilities on busy roads where traffic accidents occur.
