Uzbekistan’s Adolat Social Democratic Party proposed banning the sale or privatization of land and buildings belonging to schools, hospitals and other education and healthcare institutions.
The party said it is drafting a bill for the measure. It also proposed extending the ban to other forms of property disposal and introducing liability for violations.
Adolat cited strong demand for schools and kindergartens. It said land belonging to education and healthcare facilities continues to be auctioned, particularly in Tashkent, where land prices are high.
The party listed School No. 243, which it said was sold without an auction in 2020, the former Borovsky Medical College, and buildings and land of Nizami University that were put up for electronic auction.
Adolat also proposed a full government inventory of property removed from the education and healthcare systems in recent years. It called for measures provided by law if violations are identified.
Buildings and land would be returned to the state if they were sold subject to investment commitments that were not met or if their designated use was changed. The initiative has not been adopted and remains at the drafting stage.
