The State Duma unanimously adopted in the second and third readings laws on temporary restrictive measures for persons who are hiding outside Russia and evading punishment,reportslower house of parliament.
Restrictions are provided for citizens abroad convicted of crimes. They also apply to persons found guilty of administrative offenses against the security of the Russian state.
A total of 14 temporary measures are provided. Among them are the suspension of registration of rights to real estate in Russia, freezing and blocking of money and other property, as well as restriction of the right to drive vehicles.
The list also includes a refusal to provide state and municipal services in electronic form and a ban on state registration as an individual entrepreneur. Administrative grounds include, in particular, calls for violating the territorial integrity of Russia or imposing sanctions against it, discrediting the Armed Forces and violating the legislation on foreign agents.
The adoption of the changes will create additional conditions for implementing the principle of the inevitability of punishment and ensuring the rule of law - Vyacheslav Volodin, Chairman of the State Duma.
The norms will come into force from the moment the law is officially published. Therefore, it would be premature to speak about restrictions already in place.
