Uzbekistan’s Legislative Chamber passed at first reading a bill to strengthen penalties for serious traffic violations, the chamber’s press service reported.
The bill introduces temporary seizure of a car or motorcycle for six months to one year. Where provided by law, the measure could be imposed by a district or city criminal court.
Seizure is proposed for road hooliganism, organising illegal races, drink-driving and refusing a sobriety test when the offender has no driving licence or has already been disqualified.
Separate tougher penalties are also planned for allowing a minor to drive, illegal racing, leaving trucks dangerously parked on roadsides at night, breaching vehicle deregistration rules and exceeding the speed limit by more than 80 km/h.
A person who lets a minor drive could face criminal liability if this causes moderate or serious bodily injury, death or other grave consequences.
Repeat serious offenders could also temporarily lose the right to pay fines at a discount. All these measures remain proposals in a bill approved only at first reading.
