Shavkat Mirziyoyev said Uzbekistan needs to raise annual economic growth to 9–10%, the presidential press service reported after a meeting held on 21 July.
The economy has grown by 8.5% since the start of 2026. Industrial output rose by 8%, services by 16.9%, construction by 13.8% and agriculture by 4.7%.
Investment reached $28 billion and exports totalled $14.4 billion. The official statement also noted that Fitch and Moody’s had upgraded Uzbekistan’s sovereign credit rating.
The president linked the 9–10% target to the need to improve living standards as the population reaches 40 million. Regional and sector leaders were instructed to identify additional reserves for each project and enterprise.
Officials will face greater responsibility for meeting monthly, quarterly and annual targets. Strict measures were promised if there is no positive change after the first nine months.
The government must prepare proposals by 15 August that take global risks into account. Budget, investment and export parameters for 2027 are to be drafted under a mobilisation scenario.
The 9–10% figure is a stated policy target, not an achieved or guaranteed outcome. Practical measures and indicators are expected to be detailed in the government’s proposals.
